Every time you drive it!  I mean really, how do you drive it if the tires don't rotate?  Do you drag it sideways with a Tow Tug?  I can't believe that this is a real question, never mind a frequently asked one.

I recommend new oil every time you drain the old oil.  Its pretty hard to capture old oil without some dirt or debris getting into it.  Then you have to filter the old oil as you pour it back into the engine.  Its gets pretty messy, trust me.
